Authorizations and Permits
Most of the clients that are retaining UDA’s services are looking for a consultant with an in-depth knowledge of the applicable regulatory processes to obtain the authorizations and permits required for the achievement of their projects. UDA is able to carry out these requests with municipal, regional, provincial as well as federal authorities.
- Certificate of compliance with municipal and regional regulation;
- Regulation modification to ensure project compliance;
- Authorization to the CPTAQ;
- Certificate of authorization to the MDDELCC;
- Decree modification;
- Authorization and approval to the DFO and Transport Canada;
- Permit for inventory purposes (ex. fishing permit to the MFFP);
- Crossing permit (road, aqueduct, etc.) to various organizations;
- Preparation of any document required by the National Energy Board (NEB).
Typical projects : Authorizations and Permits
The implementation of any major pipeline project must follow a rigorous regulation process with various authorities (municipal, regional, provincial, federal), in order to obtain the authorizations and permits required for their construction, operation and maintenance.
UDA participated in some 2500 kilometers of pipeline projects in Quebec in cooperation with its clients in a wide range of environment. For those mandates, UDA played a major role in coordinating, popularizing and managing meetings with the stakeholders, as well as preparing and editing all kinds of documents, at every step of the projects in order to obtain the required permits and authorizations from regulating authorities.
UDA also provides expert testimony before the Bureau d'audiences publiques sur l'environnement (BAPE), the Commission du protection du territoire agricole du Québec (CPTAQ), the Tribunal administratif du Québec (TAQ), and the National Energy Board (NEB).

Valorization of Fertilizing Residuals (FR)
The agricultural valorization activities of fertilizing residuals are regulated under the Quality of Environment Act and must meet the criteria of the “Guideline for Agriculture Valorization of FR”. Being for storage, treatment or spreading on agricultural lands or sites needing amendment, a certificate of authorization from the MDDELCC is required in most cases. Other authorizations under municipal, regional or CPTAQ regulations are often required to undertake these projects. UDA can assist its clients in obtaining theses various authorizations and can submit recommendations enhancing compliance with these regulations.
Rock, Sand & Gravel Quarries and Mining Sites
The operation of rock, sand or gravel quarries as well as mining sites requires permits and authorizations from various organizations, such as Municipalities, MRC, CPTAQ and MDDELCC. Being for expanding existing sites or implementation of new operating sites, the experienced UDA team (more than 40 projects) can carry out every step in obtaining regulation compliance (municipal and regional), CPTAQ authorization (if required) and MDDELCC certificate of authorization.
UDA carried out or participated in more than 1000 projects (requests for authorization, exclusion, inclusion, subdivision, alienation) submitted to the CPTAQ or TAQ. These projects were undertaken for the expansion or implementation of urban perimeters, rock quarries, sand & gravel quarries, golf clubs, linear projects (pipelines, roads, highways, and railways), windmills, acknowledgment of vested interests, implementation of public utilities (telecom, wastewater treatment), farm subdivision for land consolidation, etc.
UDA can prepare requests (or declarations) and expertise documents (agricultural or agroforestry), liaise with appropriate organizations (Municipalities, MRC, UPA, etc.) or deliver expert testimony during hearings (CPTAQ and TAQ).
